Plan directly from a world save

Future capability

Direct planning from a world save is explicitly deferred in the engine architecture. The proposed ae plan --save interface is not an available command option.

Intended outcome: plan using an offline save as the baseline. The current documented planning route uses a captured snapshot; its task page is Fetch inputs.

To complete: an accepted contract, implementation, compatibility limits, and conformance evidence are needed before writing executable steps. No delivery date is committed here.
